  • Luxembourg will strive to improve the energy performance of buildings. For new buildings, the Government will commit to zero emission buildings (EPBD). For existing buildings, the aim is to ensure that all buildings are, as far as possible, zero-emission by 2050. Efforts will focus on energy renovation through improvements to the thermal envelope and decarbonisation through the gradual elimination of fossil fuels used for heating, as well as compliance with the future minimum energy performance standards (EPBD).

     

    As far as functional buildings are concerned, the medium-term objectives will be achieved through short-term incentives.

     

    Promoting energy-efficient renovation of buildings

     

    The Government will promote an increase in energy efficiency through the energy renovation of residential buildings. Existing subsidies, such as those for thermal insulation, the installation of environmentally-friendly heating systems or the scrapping of fuel tanks, will be assessed as to their practicality, effectiveness and social accessibility, and will be extended and, where necessary, adapted in order to further support and encourage citizens to renovate their homes.

  • It is not known that, for example, the funding programs are being optimized or that a new renovation strategy is being initiated. Up to now, existing programs have only been repeatedly extended with a delay and applied retrospectively in each case.
