• 11. Optimise the concept of the ‘climate bank’ / ensure (pre-)financing of energy-efficient renovation

  • In order to encourage the energy renovation of existing homes, and given the current interest rates, the Government will examine a revision of the Klimabank system, and in particular the definition of the criteria – particularly social criteria – applicable to climate loans.

     

    Pre-financing of climate subsidies

    In order to facilitate access to ecological subsidies and to prevent citizens from being reluctant to renovate their homes or invest in the development of renewable energies because the costs are too high, the Government will introduce pre-financing of climate subsidies so that citizens only have to pay their share. In this context, the Government will also ensure that the companies concerned receive the state subsidies within a short period of time.

     

    Climate bank

    In view of current interest rates, the Government will analyse the need for a revision of the Klimabank system, in particular with regard to the definition of criteria, including social criteria, applicable to climate loans.

    With this in mind, the Government will introduce the principle of pre-financing climate subsidies. In this way, citizens will pay only the part of the financing that is their responsibility when they buy or renovate a property that is likely to be subsidised. Businesses will receive the subsidies at short notice.

     

    Financing the energy transition

    The Government will analyse the creation of a citizens’ fund to help finance projects as part of the transition to renewable energies.

    The government will draw up an assessment of the Klimabonus subsidy programme, which will be extended or adapted if necessary. In addition, regular information campaigns will be organised to inform homeowners about existing aid and support programmes.
