Diversification
As Luxembourg is a country of pastures and meadows, milk production and the meat sector remain dominant in national agriculture. With sectors such as market gardening, fruit growing and poultry farming playing a less prominent role, the Government will resolutely pursue agricultural diversification in order to strengthen the resilience of farms, particularly in the areas mentioned above.
(…) The Government will also be doing more to encourage niche products such as hemp, quinoa, soya and seed potatoes, as well as the development of new products in the non-food sector. As the switch to alternative production has progressed only slowly in recent years, the Government will analyse the reasons for this, adapt the framework conditions and, if necessary, create additional financial incentives.
The Government will provide maximum support for complete value chains with optimum food processing facilities in Luxembourg. Value chains are currently lacking in many sectors, such as poultry farming and market gardening. In addition, the Government is committed to ensuring the sustainability of national slaughtering and processing capacities.
The Government will support innovative projects in areas such as urban agriculture, vertical farming and solidarity farming, among others.

Status of implementation/Meco commentary

Individual measures are being planned, and a new law promoting the construction of greenhouses for vegetable cultivation has been passed – much to the chagrin of the Mouvement Ecologique, however, as it does not include sustainability criteria regarding cultivation methods or water and energy consumption. To date, there is still no sign of an actual national strategy or more concrete instruments.
There are no known initiatives aimed at promoting marketing channels.
