  • Working closely with economic players, the Government will lay the foundations for a circular, low-carbon economy that conserves natural resources. The necessary regulatory and support frameworks will be developed to ensure that the economy succeeds in managing the dual digital and sustainable transition, thereby strengthening its resilience and its capacity for innovation and excellence.

     

    To ensure sustainable management and judicious use of natural resources, the Government will promote the circular economy. Waste reduction, reuse, sharing, repair and recycling should take precedence over disposal. The Government will closely monitor the implementation of the package of waste management laws, carry out an in-depth evaluation of the various measures and, where necessary, adapt the legal framework to ensure its effectiveness and practicability.

     

    The Government will study the possibility of creating a ‘circular economy’ unit at national level with sufficient resources to initiate projects to implement the circular economy in key sectors for the Luxembourg economy, such as the development of digital and physical platforms for the storage and reuse of construction materials and products, also with a view to greater security of supply. Targets will be set and the impact measured using robust and reliable indicators. The government will also prepare for an end to the landfilling of municipal waste.

     

    The Government will further develop the circular economy, particularly taking into account the principles of circular product design, sustainability and product life extension, as well as the use of circular data, particularly through the Product Circularity Data Sheet (PCDS). The government will set up a public materials management unit to ensure better management of public resources and support public contracting authorities in their efforts.
