Volunteering
Recognition of volunteering will be enhanced through a system of digital ‘badges’, whereby volunteers will collect a series of these ‘badges’ in recognition of their commitment.
The possibility of state-funded accident insurance for volunteers will be examined, covering any risks associated with voluntary activities.
The Government will focus on different, more flexible forms of volunteering, given that a large proportion of former volunteers have given up their commitment due to a lack of time. Particular attention will be paid to encouraging companies to take part in projects that enable their employees to volunteer.
The government will create the necessary framework conditions so that associations, federations, institutions and municipalities can benefit from the potential of volunteers in a way that is beneficial to all.
The government will continue to structure the various instruments and offers in the area of volunteering. To formalise this process, the government will set up an interministerial committee bringing together all the ministries concerned by the issue of volunteering. This committee will have the task of developing – in regular exchange with the Agence du Bénévolat – proposals aimed at promoting and supporting volunteering in structural and financial terms.
NPOs and foundations:
The more than 8,000 not-for-profit associations (ASBL) and almost 200 existing foundations will be supported in implementing the new law on ASBLs and foundations, particularly in adapting their articles of association during the two-year transitional period. The digitisation of administrative procedures concerning ASBLs and foundations, begun on myguichet, will be continued and the new website (myASBL.lu) will be regularly updated.

It is unclear to which extent the government currently recognizes the importance of non-governmental organizations that also play a critical role in society. No measures to promote their work have been taken to date.
